File logs.txt could not be found

I've delete the logs, thinking only the data would be deleted, not the actual file. How to get a new logs.txt file. I can make one by Notepad, right? Where to put it?

It will be created automatically if you have enabled access logging and if somebody access your site. You don't have to create it manually.
