Filename encoding and FTP / FTP+ZIP upload

My users usually upload file and mainly directory names in CP852 encoding, resulting in the czech characters garbled. Would it be possible to make a config setting for default filename codepage and call convmv on uploaded files, perhaps with a possibility to override in the upload dialog?
