version with short_open_tag=off in php.ini

php album required the "short_open_tag=on" in php.ini

I have replaced all "<?" with "<?php ", and "<?php =" with "<?php echo "
(notepad++ is my friend)

now I can use phpAlbum on my server with "short_open_tag=off" in php.ini
