I am a developer and want to use this for my client. What, if any, are the restrictions for use and modification to the templates?

This software is released under GPL2, so you can modify it as you will and need. There are some restrictions if you will re-sell modified software, you have to publish the source code and so on.
But there is no problem if you use it and modify it in your software for your clients ...
