Directory and picture scan bug

I have about 30 directories, 20 are with photos and I can't add anymore because scanning doesn't work :(
3 Second limit is not too
3 Second limit is not too much, you should rise your execution time limit in your php.ini or ask for it your administrator.
can scanning be made
can scanning be made manually? I mean by editing some database where are names of files and directories are? my dumb administrator says that 3 seconds is enough and doesn't want to change it! :(((
